<p><strong>Public Service: Jurnal Ilmu Sosial dan Pendidikan</strong> is peer-reviewed journal published by Hellow Pustaka Publisher in Collaboration with Faculty of Social and Political Sciences Wiralodra University. The journal is aimed to publish research contributing to the development of theory, practice, and policy making in Social Sciences and Education. It therefore intends to create an interface between academic research and its practical application. The journal welcomes theoretical; technical; and applied articles that draw on all areas of social and public policy fields with the following scope: Social Sciences, Political Science, Public Administration, Governmental Science, Educational Research, Educational Case Studies and Innovative Learning Techniques, Teaching and Education.</p> <p><strong>Public Service: Jurnal Ilmu Sosial dan Pendidikan</strong> publish online two times a year (April, and October). <p>This article discusses the efforts of regional governments in realizing good governance through improving the performance of sub-district government officials. Regional governments need to carry out service reform as an effort to improve things that focus more on achieving the vision, mission and goals of government organizations in accordance with the main tasks, functions and authority and strive to provide services to the community, including the District SKPD within Indramayu Regency. The results of this research show that the sub-district is a regional apparatus as a regional technical implementer which has a certain work area led by the sub-district head and has a strategic position. Public service management reform in the District SKPD as all forms of change efforts in public (public) service management are implemented by the District Government to the community in the form of providing government administration services, either with payment or without payment to meet community needs or interests. One type of public service that can be provided by the District Government to the wider community is government administrative services, such as providing KTPs, Family Cards (KK), and other civil services. However, the need for the sub-district government to improve service reform strategies that refer to the Total Quality Service (TQS) concept, by improving the quality of public service management in the sub-district SKPD can include aspects of human resource capabilities, facilities and infrastructure, procedures implemented, and administrative services provided by service providers (District Government).</p>IsmanudinLuthfi Faisal Natsir

<p>The existence of an independent middle class is a prerequisite for democracy. In developing countries, including Indonesia, its existence is too strong. Such conditions can be an obstacle to national development towards democratization. The middle class in Indonesia is not a pure middle class as is understood by the middle class in the West, but a traditional society with traditional culture too (paternalistic and always upward orientation, the ties of primordialism are still strong). Therefore, it is very unlikely that the group in question will be able to act as a pure middle class fighting for the interests of the people at large, fighting for the establishment of democracy, who dare to express opinions, have a bargaining position (bargaining position) towards the government, and who are independent.</p>Mulyati Kartini

<p>Accountability for the performance of government officials plays an important and decisive role in achieving organizational goals in regional government, both in the fields of service, empowerment and development. This article attempts to discuss or explain several things related to accountability for the performance of government officials in regional financial management with the focus being APBD management. The aim is to develop insight, both normatively, theoretically and empirically related to the quality of the APBD, especially shopping issues and the integration of planning and budgeting (the process of preparing and determining the APBD) as well as the quality of the apparatus' human resources (competence and character) as implementers or managers of the APBD. The results of this study show that the quality of regional spending in the APBD can determine whether the performance of government officials is good or bad in managing regional finances. The quality of spending in this APBD includes optimal fulfillment of 6 (six) quality elements, namely economic values, efficiency, effectiveness, equity, accountability and responsibility. The existence of a larger proportion of public spending than personnel/apparatus spending and the integration of planning and budgeting in the process of preparing/determining APBD can also be a determining factor in the quality of this spending. The realization of good and adequate quality of the apparatus' human resources which is built from high competence and good character is the main factor and determines the optimal implementation of administrative reform in general, especially in terms of realizing accountability for the performance of government officials in regional financial management (APBD).</p>Asep HikmatIsmanudin

<p>The effectiveness of administering government affairs is largely determined by the quality of public services by the government agency concerned. The government sector continuously needs to carry out strategic planning, and evaluate itself and improve performance on an ongoing basis so that government goals according to their main tasks and functions and authority can be achieved effectively, efficiently and accountably. In order to create a clean and good government, synergy between three basic elements is needed, namely participation, transparency and accountability. The element of accountability has been outlined in Presidential Instruction No. 7 of 1999 concerning Accountability for the Performance of Government Agencies (AKIP), which essentially requires every government agency as an element of state government administration to be responsible for the implementation of its main tasks and functions, as well as resource management authority based on strategic planning determined by each agency. The accountability in question is in the form of a report submitted to each superior, supervisory institutions and accountability assessors, and finally submitted to the President as Head of Government. The report describes the performance of the government agencies concerned through the Government Agencies Performance Accountability System (SAKIP). <p>The realization of good governance is the hope of all parties. Government and development processes will be more effective, efficient and accountable if supported by high participation from the community. This paper seeks to explain the role of public participation in the preparation of regional budgets so far. The success of preparing/planning regional budgets and their implementation depends on active community involvement. Regional budget planning has so far not been fully able to stimulate and expand the active involvement of these communities.
